This toolkit has been adapted from the Colorado guide to serve as a resource for state, county, and city governments across the country when implementing public sector apprenticeship programs. The goal of the toolkit is to educate state leadership on the benefits and implementation of registered apprenticeship programs and support them to identify and address common barriers.

Final Report of the Apprenticeship 2030 Commission in Annapolis, Maryland (March 2025)

The Commission's final report presents 23 recommendations of the commission to expand registered apprenticeships in Maryland and meet the State’s goal of 60,000 registered apprenticeships in 2030, which is 2.3% of the current workforce.

What We Know About Registered Apprenticeship: A Systematic Review and Synthesis of 30 Years of Empirical Research (February 2024)

Apprenticeship is a time-tested learning model and workforce development strategy. In the United States, registered apprenticeship (RA)—a structured form of apprenticeship that is regulated and overseen by government agencies—has been expanding from skilled trades into new industries. To inform this expansion and contribute to the understanding of how the model serves apprentices and employers, the author undertook a systematic literature review and a qualitative synthesis of empirical research, interpreting findings on RA over a 30-year period. The review identified 36 scholarly studies and an additional 98 articles from the practitioner literature. The synthesis derived three themes: expansion, benefits, and outcomes for minoritized groups, revealing gaps in research on the curricular and instructional design elements of RA that promote retention, completion, career advancement, and learning for apprentices.
Do Employers Earn Positive Returns to Investments in Apprenticeship? (August 2022)

This report summarizes a 2020 survey of American Apprenticeship Initiative (AAI) grantees, representing 68 employers and 2,854 apprentices. The key finding is that "The typical employer experiences a 44.3% return on their investment in registered apprenticeship if both direct and indirect benefits are counted [...] for every dollar invested in the apprentice, the employer ultimately earns $1.44 in benefits."
